As for the "Pigs On Pavement" idea ... I recall Toronto, Canada having something similar some 10 years ago (give or take), only they used moose - painted and/or decorated, life-size moose placed in varying locations about the city. It was quite ... interesting. Never heard about anything like it in the US, though, I wouldn't be too surprised.
