Wow, oh thank you for 'getting' that musical reference in the title from Heaven's favorite composer Elgar! (I so doubt that Liszt is the favorite.)
I do think it is interesting that Heaven and Hell have their agents on the same side. Maybe a reflection upon there being virtue and evil on both sides of any war (notwithstanding the particularly heinous and inexcusable crimes against humanity committed in this particular one) - but I put Crowley in France for few reasons. One being the complicated politics of occupied France where the police and authorities were forced to cooperate with the occupiers and arrest dissidents and profiled residents/citizens (Jews and others), another being those among the French people themselves who were informants against their neighbors, a third being the horrible retaliations suffered by innocent French people for actions performed against the Occupation by the Resistance.
